As much debate is done on Terai Madhesh issues, awareness and critical understanding of the residents of the region upgrade and realize the restraint of rights and duties of them.  It also supports acquiring short term and long term measures for upholding peace and order in the region among the mixed population. Every struggle for rights is fundamentally based on conflict but it must not exceed as much that common understanding, cooperation, coordination and sahridayata would impossible after the resolution of conflict. Personally I opinions that conflict inspires the hatred, misunderstanding, boycott, revenge, violence and rejection so it must convey in equilibrium that conflict is one measures for acquiring the rights but there are several peaceful measures for acquiring the sustainable rights of the disadvantaged and marginalized  community.

 

Terai-madhesh is geography not a nationality. It is a pluralist society i.e. composed by three types of population that traditionally living population, hill migrants and migrants from adjoining provinces of India and significant number of same community Indian women they got marriage with the Nepalese youths. In that sense the residents of terai-madhesh is diversified on the basis of culture, caste, ethnicity, religion and language as well complex and sensitive.

When the politics of Terai-Madhesh begins those of hill migrants claims that they are also a part of terai-madhesh but when the topic reverse into the social-cultural dimensions than they turn behind and give off the terai-madhesh identity with separate and special hilly identity of them. It is quite similar to the soil born and permanent Indian emigrants of the terai-madhes. Meanwhile terai-madhesh population underestimates the fact that India and Nepal are two sovereign and independent states. It is not unusual to feel inclusion and show sahridayata with the population who are the partner of the same civilization, culture, language and history but unfortunately residing into two different political states but they must feel inclusion and show sahridayata among the hill migrants, citizens of the same country. In my opinion, it is temporarily and artificial distance has been created and pretending to reject fundamental identity of each other for political interest in order to captured a significant vote banks.

People of cross boarder have similar origin, same culture, religion, tradition and language. They are the members of the same civilization. Marriage, immigration, migration, social-cultural and economic transaction among them is not the present practice rather it has been continuing from time immemorial. Trade and Transict Agreement 1950 AD as well other several treaty between Nepal and India has declared open Nepal-India boarder so the people of cross boarder migrating one another state for employment, trade, study and pilgrims. Very important and interesting fact is that the terai-madhesh nationality had sovereign and independent existence before the unification of Nepal and India respectively but presently small territory of that region is in Nepal and a vast and large territory lies in India. In that sense it is difficult to claim either they are Nepalese origin Indian people or Indian origin Nepalese people. People of cross boarder have assumed and considered that they have emotional roti-beti relation. There is honesty, love, respect and sahridayata among them but not the deception, strategy, selfish interest, tactic and trick. Another bitter truth is that human beings of the world were not bind by any law and legal provision from the ancient past. They have short history of keeping records of their residents and developed the compulsory provision of citizenship certificate for achieving the facilities of government and passport and visa provision for travelling one another country. In this reference, the history of boarder dispute and political exaggeration between Nepal and India don’t have long history and this artificial misunderstanding can be settled through the dialogue.

Recent terai-madhesh dispute is natural as well as artificial. Natural in the sense that every caste, ethnicity, race, religious and linguistic group may desire to participate and ensure the participation of them in the mainstream of decision making level during the reconstruction of the state. Democratic, rational and legal process and procedures for achieving the rights and freedom are welcomed anywhere in the world and also supported to terai-madhesh of Nepal. Artificial in the sense that the settled precedents of immediate past where the political parties of mainstream and the parties advocating for the identity have skipped the rational practice, withdrawal the criminal offence of several politicians and rewarded them instead and addressed the political agendas which have inspired and influenced them is not wrong in the reference but they are not true, positive and supportive to the institutional development of democracy.

Either the mainstream or the periphery, national or regional, democratic or identity politicians who are responsible for conducting chain of undemocratic, irrational, full of hatred, violence, corruption and complete criminal  activities? Do these actions support and institutionalize the multiparty democracy? It is easier to blame each other but problems are in both sides. Pin pointing the weakness of there from here or here from there may give self pleasure, may keep safe of respective vote bank and they may be able to stand a significantly a large mass in the parliament or on the street but ultimately the foundation of democratic system become weak and vulnerable.

For decade and more people are taught to hate inter caste, ethnic, region and religious human beings instead of loving and caring them. We have forcefully interrupted the interpersonal interaction for the period of social, cultural and religious occasions. During the emergency situation we are better used for the implementation of their strategic tactic. Every dispute is claimed for rights and compulsion of them but it is better analysis who have achieved the rights and whom for compulsion it. As an independent observer state is the target of the political protest of every political party that weakens the decision making strength and increases the dependence of the country. I often confuse what would they achieve from the weak country ultimately?

Pluralism is not only the feature of Nepalese society rather it is worldwide phenomenon. State should not be the second priority keeping ahead to the nationality and none of the Nepalese citizen wishes the polarization of them on the basis of nationality because they have experienced equilibrium and mobility of diversity for century long.

There is a competition for blaming and scolding between the mainstreaming and the parties of the periphery. Meanwhile some are trying for expanding vote banks for expressing sympathetic words to the historically disadvantaged and marginalized population. Nepalese people could easily recognized who are emphasizing the sized of the eyes, structure of the nose and the colour of the skin. They shall not give space who are influencing and inspiring the innocent people towards the civil-war, racial violence, infinite racial dispute for the fulfillment of the selfish wish of those minority who are plotting against the innocent people and the sovereignty as well independency of the nation.

If the equilibrium and diversity of the Nepalese society could not reverse then everyone must effort to strength love, respect, tolerance, self-respect and sahridayata among all. In the corner somewhere there is voice of separation and plotting by those minds who immigrate to Nepal and permanently and residing with deliberate plane for creating the series of instabilities. There are dozens of evidences that the separation have not given permanent solutions and logical end of the instant dispute. It is like a virus that could rapidly transfer from one place to other place.

The root of the inconsistency of the issue and thought of the people is the deviation from the historical root and locus of the Nepalese society. Once we deviated we begin to learn nonsense and disgusting things that should immediately harms to all. Once, the then supreme leader of communist China, Mao had ordered for abolishing the historical religion, culture and tradition in the name of popular Cultural Revolution. So called Cultural Revolution later on rejected by the Chinese Communist Party and stepping towards the cultural renaissance as well expansion of vote bank promoted the racism and closed eyes for religious conversion in the name of secularism and socialism ignoring the historical Hindu cultural heritage. Recently Indian Congress has been experiencing historical loss in every election in India and Bharatiy Janata Party government is also turning towards the culture based development as like China. In comparison to the above evidences we are trying to adopting the adulterated principle of communist capitalism keeping aside of our soil born culture and tradition. In the same context we are advocating for the paradigm shift of Nepalese society.

Nepalese society has reached to a serious turn that either the rule of laws or law of the rules. We must realize that every dispute either that is war or civil war, racial violence or the struggle for the rights are ended by the dialogue. This generation must decide one either the dialogue should be done after breaking the head or keeping safe as well loosing the innocent people or caring them. It is not rational for seeking solution after flowing the blood of our brothers and showing overconfidence force one to common downfall. Mainstream must take initiation for preventing the common downfall and tarai-madhesh must take initiation for the tolerance.
